Summary

The bespoke CI runner image moved from libretech/runner-image to public/runner-image on Gitea. Update workflow container.image references in ci.yml + deploy.yml and the matching note in docs/operations.md. No behavior change.

Verification

  • yq -e . parses both workflow files.
  • Image tag :v2 (already in main) is unchanged; only the namespace path differs.

ci: pin runner-image v2 (adds gcc for cgo, fixes go test -race) ecd0ae69da 
v1 lacked gcc, so 'go test -race' (in Makefile) failed in CI with
'go: -race requires cgo'. v2 of the runner image installs gcc,
libc6-dev, and pkg-config.

Drops the ad-hoc :vN tag scheme — see runner-image#semver. Consumers
now reference tag + digest so the resolved image is byte-identical
across runs.
