22370827ee Add GitHub issue pipelines and prompts using gh CLI 
gh-issue-impl, gh-issue-research, gh-issue-rewrite, gh-issue-update
pipelines with corresponding prompts for fetch-assess, plan,
implement, and create-pr steps.
